What this means, in plain words

A fraction describes part of a whole, or part of a set, once the whole has been split into equal pieces.

Multiplication is repeated addition of equal groups. Division shares a total into equal groups, or works out how many groups fit.

Representing means showing the same maths another way, with objects, a picture or a bar model, so the structure becomes visible.
