What this means, in plain words

A decimal writes parts of a whole using the places after the point: tenths, then hundredths, then thousandths.

A fraction describes part of a whole, or part of a set, once the whole has been split into equal pieces.

This is about writing numbers both ways, as digits and as words, and reading either form back correctly.
