What this means, in plain words

Place value is the idea that a digit is worth a different amount depending on where it sits: the 4 in 40 is worth ten times the 4 in 4.

Partitioning means splitting a number into parts that add back to the whole, such as 46 as 40 and 6, or as 30 and 16.

Composing means putting parts together to make a whole. Decomposing means breaking the whole back into parts.
